Literally, 'tears at the slightest wind; intoxication from one drink of solitude'. This portrays someone who is highly sensitive emotionally, easily moved to tears by minor events, and prone to feeling deeply affected even by small actions or circumstances. The second part also suggests feelings of loneliness leading to drinking alone and becoming intoxicated quickly.
