In Chinese internet slang, calling someone as 'dry father'('Gande') is jokingly used in a teasing way to express the person being old, benevolent and willing to provide support, especially financial or protective resources, for others or someone younger; and 'Dazhong'(Mass) adds an attribute of popular or publicized. So it generally creates a sense of irony humor about widely spread type of senior persons who generously care about younger generation or play a paternal role on them besides blood relationship. However, note this term is more likely to be informal and should be carefully understood in its actual context since the usage could change depending on different cases.
